Disabling All Haploo Sync Configuration & Custom Functions

The Use Case:
First, There maybe times while debugging your solution, it maybe prudent to disable HaplooSync all together to isolate the problem.
Secondly, there might be situations where your loading incredibly large datasets, then disabling sync is a good idea. You may be wondering why one would disable sync while working with large data sets? Can Haploo Sync not handle this? Simple, even though Haploo sync is a revolutionary sync product for FM, the truth remains moving a whole data file is much faster than processing millions of individual record changes in chronological order.
For example: We have a FM file that is 50MB in size, we need to sync five small records. Our best bet is to just move these 5 individual records to all devices and forfeit moving the 50MB file. Next, lets say you'd like to add 20MB of data to the file or 3 million records. We would opt to move the 70MB file over processing 3 million record changes in chronological order. Just disable sync, do all your dev and data work then redistribute your FM Solution file when finished. (Remember to re-enable sync by removing the $$HaplooDisabled=1 before distributing)
